Documents for boiler registration under IBR 2026

Under regulation 8 of IBR 2026, a boiler's registration application goes to the Chief Inspector with four sets of documents: the Inspecting Authority's certificate (Form I Part B or C), the maker's certificate (Form IV Part A), drawings, and the material certificates (Form V Part A, with the Form V Part B extract).

Which documents go with a boiler registration application?

Regulation 8 of the Indian Boiler Regulations, 2026 lists what goes to the Chief Inspector with an application to register a boiler. They may be filed on paper or electronically with digital signatures.

  1. The Inspecting Authority's certificate: Form I Part B for a shop-assembled boiler, or Form I Part C for one assembled at site. Form I Part D replaces either when permitted variations apply.
  2. The maker's certificate of manufacture and test: Form IV Part A, signed by the maker.
  3. Drawings: for a shop-assembled boiler, drawings showing principal dimensions, sections, maker's number, stamp position, bill of material, welding details and design parameters.
  4. Material certificates: the steel maker's Form V Part A, and the Form V Part B extract of every material test certificate used.

What else is needed for some boilers?

Fusion-welded drums need a diagram of weld repairs and the heat-treatment temperature charts (regulation 8(d)(v)). Alloy steels used in the creep range in the furnace or superheater zone need two 1,000-hour stress rupture tests for each grade (regulation 8(d)(vi)). Boilers under 20 tons per hour carry all their mountings and fittings certificates; at 20 tons per hour and above, mountings for site-assembled boilers may be supplied separately (regulation 8(d)(vii)).

What happens after the application is filed?

Under regulation 300, the Inspector inspects the boiler at site for transit damage and checks the maker's certificate against the boiler. The Inspector then conducts the hydraulic test and issues a provisional order in Form X, so the boiler can be used while registration completes. The particulars and test results go into the Memorandum of Inspection Book, Form XI, which goes to the Chief Inspector with the maker's papers. Once the registry number is issued, the Inspector conducts a steam test and enters it in Form XI (regulation 300(4)); the certificate for use, Form XII, follows (regulation 310).

When is the registry number engraved?

Within one month of receiving it, the registry number is cut into the boiler's front plate or wherever the Inspector points out, and the engraving is reported to the Chief Inspector within the same month (regulation 301). The number sits below the state's letters, for example GT for Gujarat and MR for Maharashtra; a small industrial boiler's number carries an "S" prefix.
